This OID contains the high-order 32 bits of a 64-bit counter tracking packets dropped because the packet length exceeds the number of cells actually received. This typically signals protocol stack issues, buffer exhaustion, or memory pressure on the VPN device during high traffic bursts. A high counter value combined with a growing rate indicates the device is overwhelmed and losing traffic data.
