ACMIB::vbrVbrPvcStatsOdometerCellsEncodedLoA tracks the low-order 32-bit portion of total cells received on side A since the last reset. Engineers combine this with the high-order counter to get the complete 64-bit lifetime cell count. Example: a value of 1,000,000,000 in the low portion represents 1 billion cells in the lower 32 bits of cumulative receive traffic.
