This tracks the high-order 32 bits of the total cell count encoded (sent) on the VBR side B connection. Network engineers use this to measure egress traffic volume and compare encode/decode rates between the two sides of a redundant link. A value of 10000000 with a matching decode count on the other side confirms balanced traffic flow.
