This tracks the high-order 32 bits of the total cell count decoded on the VBR side B connection. Network engineers monitor decode rates on both sides to confirm symmetric data flow and early-detect cell corruption or link problems. A stable counter incrementing at the same rate as the encode counter on the same side shows healthy bidirectional flow.
