ACMIB::vbrVbrPvcStatsCellsEncodedLoA tracks the low-order 32-bit portion of cells received on side A of a variable bitrate circuit. Engineers combine this with the high-order counter to calculate the complete total of inbound cells. Example: a value of 2,000,000,000 in the low portion represents 2 billion cells in the lower 32 bits of the receive counter.
