What is vbrVbrPvcRowStatus?

This OID uses RowStatus to indicate whether this VBR circuit configuration is active, being created, or scheduled for deletion in the device's management table. Operators use this to bring new VBR circuits online or gracefully retire old ones from service. For instance, changing this from "notInService" to "active" officially activates the VBR circuit.
