What is vbrIfStatsCellsDecodedLo?

ACMIB::vbrIfStatsCellsDecodedLo stores the lower 32 bits of outgoing cells from the VBR interface and completes the picture when paired with the high-order portion. Engineers monitor this to ensure outbound burst traffic stays within contractual limits and to detect congestion or shaping issues. A lo value of 2 billion with matching hi bits means roughly 860 million cells transmitted outbound.
