This OID stores the low-order 32-bit portion of inbound cells received on side B, which combines with the high-order counter for complete lifetime receive accounting. Network teams use this to monitor reception quality and detect congestion or line errors on the B side. A very low value compared to transmitted cells might indicate problems with the B side reception path.
