This counter stores the low-order 32-bit portion of the cumulative lifetime total for cells sent from side B. Combined with the high-order counter, it provides historical transmit volume data for capacity planning and service-level agreement validation. A value of 2,000,000,000 with the high-order portion gives the complete lifetime transmission count.
