What is vbrAtmSpvcStatsOutCellCountLoB?

This counter stores the low-order 32-bit portion of the 64-bit total for valid ATM cells sent out from the B side. Engineers combine this with the high-order counter to get the complete transmission count and diagnose whether cells are leaving as expected. A value of 750,000,000 with the high-order portion gives the full outgoing cell total.
