What is vbrAtmSpvcStatsInCellCountHiB?

This counter stores the high-order 32-bit portion of a 64-bit total tracking valid ATM cells received on the B side of a VBR SPVC connection. Network engineers monitor this to measure incoming traffic volume and detect if cells are arriving at the expected rate. A value of 1,000,000 represents part of a cumulative cell count on the B receive interface.
