What is vbrAtmSpvcRestart?

This OID is a control command that tells the equipment to release any active SVC connection and start the setup procedure from scratch. Network engineers use this to manually restart a problematic connection without having to delete and recreate it. Setting it to restart clears the connection and begin new setup attempts immediately.
