This OID stores the maximum number of ATM cells that endpoint B can transmit in a single burst toward endpoint A. Engineers use this to allow brief periods of higher-speed transmission while preventing sustained overload. For instance, setting it to 128 cells allows B to send 128 cells quickly, then drop back to the sustained rate.
