This is the low-order lifetime count of valid cells received for billing purposes. Combined with the high-order value, it provides the complete historical incoming traffic used to generate lifetime billing records. A value of 2,500,000,000 cells in the low portion represents 2.5 billion cells received in that half of the lifetime total.
