What is vbrAtmPvcVccStatsInCellCountHiB?

This is the high-order portion of the billing counter for valid cells received on the input. Service providers use this to generate accurate usage records and charge customers for bandwidth consumed. A high portion value of 8 means tens of billions of cells are counted in the received total.
