What is sysInfoTxOneCellHigh?

This OID records the highest number of single-cell transmit buffers that have been in use at any point since the system started. This high-water mark helps determine whether transmit congestion is a chronic issue or only happens during traffic spikes. If High is 900000 but current Used is 100000, the device experienced heavy load earlier but has since recovered.
