What is spvcActRestartAll?

This write action triggers a restart of all active ATM-to-ATM, CE-to-CE, TE-to-TE, and FR-to-FR SPVC connections that are unconnected. Network engineers use this during troubleshooting or maintenance to force reconnection of all semi-permanent virtual circuits. Setting this value initiates a full SPVC restart cycle without reloading the entire device.
