What is siteAtmAddrUser1?

This OID stores the user portion of the ATM address (7 bytes), which uniquely identifies this site within the ATM network prefix (read-write). Combined with the prefix, this completes the full ATM address for virtual circuit setup. A value of 0x0000.0001.01 means this site is the first endpoint under that ATM prefix.
