What is protectionOOSCounter?

ACMIB::protectionOOSCounter counts the total number of times a protection card has failed or gone out-of-service since the system started. A network engineer uses this to track the reliability history of a card, helping decide whether to replace aging hardware before it fails completely. For example, if this value is 12, the backup card has suffered 12 complete failures and may need replacement.
