What is ipThrottlingStatsOdometerTimer?

This read-only counter tracks the number of seconds elapsed since the throttling statistics were last reset. Network engineers check this value to understand how long the current measurement window has been running. Example: a value of 3,600 indicates that the throttling counters have been running for one hour since the last reset.
