This OID stores how many seconds the current statistics collection period has been running on this virtual circuit. Network engineers use this to normalize statistics and understand whether anomalies occurred during a long collection period or a short one. For example, if the timer shows 3600 seconds (one hour), then you know the cell counts represent activity over exactly that timespan.
