What is ipAtmAppPvcVccStatsTimer?

This OID tracks how many seconds the IP-over-ATM statistics counters have been actively collecting data. Network engineers use this to normalize traffic rates by dividing cell counts by the timer value to calculate cells-per-second. A value of 86400 means statistics have been running for 24 hours, so any cell count should be divided by 86400 to get the average rate.
