This is the low-order 32 bits of a 64-bit counter for valid cells transmitted from side B, paired with the high word for complete transmission accounting. Together, both words give you the full outbound cell count needed for usage-based billing and traffic analysis. A value of 11111 combined with the high word creates the complete outbound cell transmission total.
