What is ipAtmAppPvcVccStatsOutCellCountLoA?
This is the low-order 32 bits of a 64-bit counter for valid cells transmitted from side A, paired with the high word for full cell accounting. Together with the high counter, this tells you exactly how much data left the network on side A for billing and analysis. A value of 98765 combined with the high word creates the complete outbound transmission count.
