What is ipAtmAppPvcVccStatsOutCellCountHiB?

This is the high-order 32 bits of a 64-bit counter tracking all valid ATM cells transmitted from side B. Combined with the low word, this provides accurate outbound traffic measurement for billing customers on the B-side circuit. A value of 65432 in the high word represents the major portion of cells sent from side B.
