This is the low-order 32 bits of a 64-bit permanent odometer counter for all cells ever received on side A. The odometer provides uninterrupted billing records that cannot be reset, protecting your audit trail and billing accuracy. A value of 34567 paired with the high word creates the complete lifetime inbound cell total on side A.
