This is the high-order 32 bits of a 64-bit permanent odometer counter recording all cells ever received on side A, independent of regular statistics resets. Unlike the session counter, the odometer survives when you clear statistics, providing lifetime billing history. A value of 87654 combined with the low word represents the lifetime cumulative cells received on side A.
