What is ipAtmAppPvcVccStatsInCellCountLoB?

This is the low-order 32 bits of a 64-bit counter for valid cells received on side B, combined with the high word for total accounting. You must read both words together to get the true 64-bit count of all inbound traffic on side B. A value of 78901 paired with the high word gives the complete inbound cell total.
