What is ipAtmAppPvcVccStatsInCellCountLoA?

This is the low-order 32 bits of a 64-bit counter for valid cells received on side A, used together with the high word for accurate billing. You must read both the high and low word together and combine them to get the true 64-bit cell count. A value of 67890 paired with the high word gives you the full incoming cell total for billing purposes.
