What is ipAtmAppPvcVccRowStatus?

This OID uses the RowStatus convention to manage the lifecycle of a virtual circuit entry in the SNMP table. Network engineers use it to create new rows (createAndWait), activate them, or delete old entries without disrupting the device. For example, a value of 1 means the row is active; a value of 6 means it is ready for deletion.
