What is ilmiStatsColdStartTx?

This OID counts how many Cold Start traps the local device has transmitted to its ILMI peer (Integer32), signaling its own startup or reset events. Engineers check this during link commissioning to verify the device properly announced its startup and can establish initial peer relationships. If ilmiStatsColdStartTx equals 1, it means the device sent exactly one Cold Start announcement since the last statistics reset.
