What is frUniStatsCellsEncodedLo?

ACMIB::frUniStatsCellsEncodedLo stores the lower 32 bits of the encoded cells counter and must be read together with the high-order portion to get the complete count. Network engineers pair this with the Hi value to calculate total transmission throughput without losing precision in the counter. If the Lo value is 2.1 billion and Hi is 1, the actual count is roughly 4.3 billion cells encoded.
