This OID contains the low-order 32 bits of the persistent cell-decode counter on side B, ranging 0 to 2,147,483,647, and pairs with the high-order value for a complete count. This odometer reading remains stable across link flaps and device reboots, making it the definitive record of how many cells have been decoded on the B-side since the counter was last cleared. If low=600,000,000 and high=3, the B-side has decoded approximately 5.6 billion cells cumulatively in this measurement cycle.
