What is frAtmSpvcVccStatsOutOdometerCellCountLoB?

This is the low-order 32-bit portion of outbound cells persistently transmitted from endpoint B, surviving system reboots. Unlike statistics counters that regularly reset, this odometer only clears when an administrator explicitly triggers a reset. A LoB value of 1,073,741,823 shows the lower-order portion of your cumulative transmission count.
