This is the high-order 32-bit portion of a counter tracking valid ATM cells successfully transmitted out on a switched virtual circuit. Network engineers use this metric to monitor outgoing traffic volume for billing and capacity planning on ATM links. If you see this value incrementing while LoB fills up, it indicates billions of cells are being transmitted (e.g., HiB of 1000 combined with LoB of 500000000 means roughly 1 billion cells sent).
