This is the low-order 32-bit portion of the persistent cell count for data encoded on side A, accumulating since the last odometer reset. Engineers use the combined HiA and LoA values to track total data throughput independent of statistics resets. A LoA value of 3,000,000,000 combined with HiA tells you the true cumulative encoding activity.
