This is the high-order portion of a persistent counter measuring total ATM cells encoded (formatted or processed) on endpoint A. Unlike regular statistics that reset, this odometer preserves long-term throughput history for billing across system reboots. A HiA value of 500000 indicates endpoint A has encoded at least 500 billion cells total.
