This counter records ATM cells that were discarded on the incoming side at endpoint B due to congestion or policy enforcement. An engineer checks this metric to detect when endpoint B is overwhelmed or when traffic policies are rejecting excess traffic. If drops are increasing, endpoint B may need higher bandwidth allocation or more lenient traffic rules.
