This OID tracks the lower 32 bits of cells transmitted from side B that are counted toward billing charges. Network engineers monitor this metric to verify that outbound traffic is being properly counted and billed, and to detect transmission errors or packet drops. A value of 1,500,000 indicates 1.5 million cells transmitted in the lower-order portion of the billing counter.
