This OID stores the high 32 bits of valid cells received on circuit B's incoming direction, used for accurate billing reconciliation. The high and low portions together create a complete 64-bit count for revenue assurance audits. A value of 185 combined with the low portion represents hundreds of billions of billed inbound cells.
