What is cirEmIfStatsCellsDecodedLo?
ACMIB::cirEmIfStatsCellsDecodedLo stores the lower 32 bits of outgoing cells from the CIR interface and must be combined with the high-order portion. Engineers monitor this to ensure outbound traffic matches the committed service agreement and to detect if the interface is being throttled or blocked. A lo value of 1.5 billion with matching hi bits means roughly 645 million cells transmitted outbound.
