ACMIB::cirEmCirEmPvcStatsOdometerCellsDecodedLoB stores the low-order portion of cells transmitted on output side B since reset. Engineers use this counter along with the high-order value for complete billing and traffic analysis. Example: a value of 400,000 indicates 400,000 data cells went out on the secondary transmission path.
