What is cirEmCirEmPvcStatsCellsDecodedLoB?

This OID tracks the low-order 32 bits of valid cells transmitted from the B side of the ATM circuit. Network engineers compare this to A-side transmission counts to detect asymmetric flow or one-directional congestion problems. If this counter shows 500,000,000 cells on B but 2,500,000,000 on A, it indicates A-to-B traffic volume is much higher.
