This OID tracks the low-order 32 bits of valid cells transmitted out of the ATM circuit for billing reconciliation. Network engineers monitor this counter to validate outbound throughput and detect transmission problems or misconfiguration. A value approaching 4 billion indicates the counter is nearing a wraparound, after which the high-order counter increments.
