This OID tracks the high-order 32 bits of cells successfully transmitted out the B side of the circuit for billing measurement. Network engineers use this to verify outbound traffic on both circuit directions and identify transmission imbalances or failures. A value of 8 in the high-order counter with maximum low-order cells means over 34 billion cells were transmitted from side B.
