What is cirEmCirEmPvcRowStatus?

This OID uses RowStatus to indicate whether this circuit configuration row is active, create, or deleted in the device's management table. A network operator checks or modifies this when activating new circuits or removing old ones from service. For example, setting it to "active" (value 1) tells the device to bring this CIR circuit online immediately.
