This OID contains the low-order portion of outgoing cells on side B for billing purposes, which combines with the high-order to provide a complete 64-bit count. Administrators need both halves to correctly account for all transmitted traffic when generating bills. For example, a value of 100000 as the low portion adds to the total outbound cell tally.
