What is cirEmAtmSpvcVccConnType?

This OID specifies whether the circuit is activeSvc (the local side initiates call setup whenever the connection drops) or passiveSvc (the local side only accepts incoming calls). A network engineer chooses this during configuration to define which endpoint is responsible for establishing and maintaining the virtual connection. For example, setting activeSvc on endpoint A means endpoint A will automatically dial endpoint B if the circuit fails, while setting passiveSvc means endpoint A will wait for endpoint B to initiate the reconnection.
