What is cirEmAtmPvcVccStatsTimer?

This OID shows the duration in seconds that the current statistics period has been active for this committed-rate ATM connection. Network engineers use this to contextualize all the cell counts and understand if they are measuring activity over minutes, hours, or days. For example, if the timer reads 86400 seconds, you know the reported cell counts represent one full day of traffic.
