This OID stores the lower 32 bits of a counter tracking how many valid ATM cells have been successfully sent out on a virtual circuit, used for billing purposes. Network engineers monitor this metric to verify that data is flowing correctly and to reconcile usage charges with carriers. A value of 2,500,000,000 combined with the high-order bits means billions of cells have been transmitted since the last reset.
